Cluster_role is a cluster level, logical grouping of Policy_rules that can be referenced as a unit by a Role_binding or Cluster_role_binding.

Aggregation_rule is an optional field that describes how to build the Rules for this Cluster_role. If Aggregation_rule is set, then the Rules are controller managed and direct changes to Rules will be stomped by the controller.
