Cluster_role_binding references a Cluster_role, but not contain it. It can reference a Cluster_role in the global namespace, and adds who information via Subject.

Standard object's metadata.

Role_ref can only reference a Cluster_role in the global namespace. If the Role_ref cannot be resolved, the Authorizer must return an error.

Subjects holds references to the objects the role applies to.
